When one bad window affects the whole elevation

I am a pain in the a…. when it comes to things like this. Why was it accepted?

I accept things get broken and sometimes it’s difficult to get replacements but this is now an architectural failure of an elevation of a public building.

I think with a little lateral thinking: the elevation is seven units wide. Swap one, in the middle of the seven, possible two from the top, with this new one. Ta da! A symmetrical, or near symmetrical arrangement.

OCD but I would appreciate it.
